The American Academy of Pediatrics is now advising parents not to let their children under 2 years old watch any TV at all, saying that even educational shows like Sesame Street can delay language development. The issue is that when these young children are in front of the TV, it replaces time interacting with their parents, limiting talk time through which they pick up language.

The evidence isn't unanimous on this, however. While two recent studies showed that watching TV can slow language development, two others found that although watching TV occasionally didn't help babies learn, it didn't set them back either.
